PCA Host is for an organization that already owns or maintains a collection and wants PCA to make it resolvable, searchable, and reusable.

This route is suitable for ontologies, reference data, RDF collections, and digital standards that already have an authoritative owner. It is contact-led onboarding, not a self-service Creator screen. Use Create and extend content instead when you need to author individual resources.

Hosted content can be governed by PCA or by an external owner. If the external owner retains decision authority, PCA presents it as Externally Managed rather than forcing it through PCA's Draft/Submitted/Approved workflow.
